Administrative / Biographical History
The records are relating to Newport County Borough Council Education Committee and Department. The Borough of Newport, Monmouthshire, became a County Borough in 1892 under the provisions of the Local Government Act 1888. County Boroughs were towns with a population of over 50,000, which were administratively independent from the surrounding counties. Newport County Borough Council retained the functions of the former Borough Council, including health, education, sanitation and the Poor Law, but additionally assumed the Local Government functions previously exercised by Monmouthshire County Council. The Council employed officers such as a Clerk and a Treasurer, Medical Officer of Health, Sanitary Inspector and Surveyor, together with their departmental staff. Following local government reorganisation in 1974, Newport County Borough (then with a population of 108,000) was abolished, with its functions being divided between the new Newport Borough Council and Gwent County Council.
