The records were accumulated by Hywel I. Evans as chair of the Curriculum Council for Wales, and as a member of other committees which were responsible for the implementation of the national curriculum in Wales and England.

Hywel I. Evans, the first Chairman of the Curriculum Council for Wales, was born in Bebington, in the Wirral on 17 March 1930. He studied theology at Jesus College, Oxford. He lectured at University College Bangor from 1962 to 1972, where he was given responsibility for the development of training. He became Principal of the Teacher Training College, Wrexham in 1972, and stayed until 1975 when he was appointed Associate Principal (Academic) of the North Wales Institute. In 1979 he left the Institute and was appointed Headmaster of Ysgol Aberconwy. He was appointed the first Chairman of the Curriculum Council for Wales in 1988. He was also nominated to serve as the Welsh representative on the School Curriculum Development Committee in 1984 and was appointed Vice-Chairman of its Committee for Wales.
