Files of the Independent Panel appointed by Clwyd County Council to investigate child abuse in children's homes, chaired by John Jillings.

The records of the Independent Panel include much highly sensitive material, including transcripts of confidential interviews with staff, former staff and abused children. It also includes correspondence, minutes of Clwyd Social Services Committee, local and national guidelines in staff appointments, fostering, etc, and newspaper cuttings, as well as a draft of the Report itself.

Due to its nature, the collection has been listed giving little more information than the file reference numbers and titles allocated by the Panel itself. Duplicate material has been discarded, except in such cases where the condition of the original gave cause for concern, and here a duplicate has been added or substituted.

Administrative / Biographical History

The panel was appointed independently following allegations of abuse by Council staff of children in their care. A major legal case was also conducted, resulting in the imprisonment of a number of abusers. The tribunal of enquiry highlighted serious defects in the procedures of both Gwynedd and Clwyd Social Services, as well as corruption in other institutions involving paedophiles.

N.B. Records transferred to the independent Macur Review, chaired by Lady Justice Macur, DBE. On conclusion of the review the collection was returned to Conwy Archive Service for safekeeping.
