Administrative / Biographical History

Edward Morris Bernstein 1904 - 1996

Edward Bernstein was educated at the University of Chicago, where he read economics but also took courses in anthropology and sociology. He obtained a scholarship to Harvard and started his academic career as an Associate Professor at a North Carolina University, later becoming a full professor at another North Carolina University.

In 1940 Bernstein left academic life to take up a post at the US Treasury. Here he became assistant director of monetary research. He also took a large part in the preparation of the American plan that was adopted in preference to Keynes' proposal for a Clearing Union and was both technical adviser and executive secretary of the US delegation at the Bretton Woods conference.

After the war Bernstein became Director of Research at the International Monetary Fund (IMF) and stayed there until 1958. He was responsible for putting forward the ideas that became the General Arrangement to Borrow and the introduction of reserve assets which became SDR's. On retiring from the IMF he founded a company which issued two research reports on a monthly basis and a regular letter on economic developments in the United States.

His publications include:

  • Money and the Economic System (c 1935)
  • Public Utility Rate Making and the Price Level (1937)
  • International Effects of US Economic Policy (1960)
  • Reflections on Jamaica (1976)
