Administrative / Biographical History

Francis David Kennard Williams (b 1918) was educated at Stonyhurst College, and at Balliol College, Oxford. After undertaking military service 1940-1943 with the Oxford & Bucks. Light Infantry, he served as Administrative Officer, Nigeria from 1941, rising to the rank of Class I in 1959. In 1961 he entered the UK Civil Service as Principal in the Ministry of Health before being seconded to the Privy Council Office in 1968 as Principal Private Secretary to the Lord President, then Assistant Secretary to the Department of Health and Social Security. Awarded the CBE in 1976, he retired in 1978 and worked till 1980 as founder Director of the Linacre Centre for the Study of the Ethics of Health Care.
