Administrative / Biographical History
The Evan Street Water Company was a private business established in the New Town of Stonehaven by 1848. The company supplied shareholders’ properties with fresh water and a system of public wells was also created. In 1848, the company was reconstituted with new shares issued at £5 per share.
In 1886 a water supply district was formed under the Public Health (Scotland) Act 1867, and became the Local Authority of Fetteresso. As a result of this the Evan Street Water Company was sold to the Authority, the Directors acknowledging their business as "no longer necessary or useful." (the Company was wound up in 1887). The Local Authority also obtained the use of water for domestic purposes.
The County Council Act of 1889 recommended, where burghs were not established, that certain powers be devolved to newly created district committees. These committees were to be responsible for the administration of public health, housing, roads and water supply. In 1889 the Old and New Towns of Stonehaven constituted themselves as Police Commissioners, in terms of the General Police and Improvement Act of 1862. In doing so they acquired all local authority responsibilities for the Town of Stonehaven. In 1900 the Town Council (Scotland) Act led to further consolidation, replacing the Police Commissioners with a Town Council.
