Administrative / Biographical History

T. M. (Thomas Morgan) Haydn Rees (1915-1995) was an administrator, eventually becoming Chief Executive of Clwyd County Council. He was born at Gorseinon, Glamorgan, and attended Swansea Business College. He was appointed assistant solicitor to Flintshire County Council in 1948, and county clerk in 1967. He became Chief Executive of the newly-formed Clwyd County Council from 1974, until his retirement in 1977. He was also an assistant commissioner of the Royal Commission on the Constitution, 1969-1973, a member of the Welsh Arts Council, 1968-1977, chairman of the Welsh Water Authority, 1977-1982, a member of the National Water Council, 1977-1982, honorary secretary of the Welsh Counties Committee, 1968-1977, clerk of the North Wales Police Authority, 1966-1977, a member of BSC (Industry) Ltd, 1979-1983, and chairman of the New Jobs Team Shotton Steelworks, later Deeside Enterprise Trust, from 1977. He married Marion Beer in 1941 and had one daughter. He died on 28 October 1995 in Mold, Flintshire.
