Scope and Content

The contents of this series are complementary to those in series SZ/ACSP, SZ/NATO, and SZ/OEEC, and are chiefly concerned with the question of the supply of scientific and technical personnel.

There is no evidence that Solly Zuckerman was a member of any of the committees to which this series relates, nor that he attended any of the meetings documented. The papers were sent to him either because of their relevance to his activities as Chairman of the Committee on Scientific Manpower of the Advisory Council on Scientific Policy or as a member of the NATO Science Committee (files SZ/OECD/1-3), or in his capacity as Chief Scientific Adviser to the government (files SZ/OECD/4-5).

Sub-file SZ/OECD/1/3 relates to the Working Party on Mediterranean Educational Development, 1965-66

Sub-file SZ/OECD/2/3 relates to the Working Party to Review the Pilot Teams' Activity of the Committee for Scientific Research, 1965 and Sub-file SZ/OECD/2/4 to the Working Party on Science Aid, 1965.

The bulk of the material in File SZ/OECD/5 relates to the 1966 meeting and includes many papers produced by the Interim Committee preparatory to that meeting. Material relating to the earlier and later meetings is fragmentary. Solly Zuckerman did not attend any of the meetings.

Administrative / Biographical History

The Organisation for Economic Co-operation and Development (OECD) came into being in 1960, superseding the Organisation for European Economic Co-operation (OEEC) and adding to the membership of the former the US and Canada.

The OECD Committee for Scientific and Technical Personnel was the successor to the OEEC Governing Committee on Scientific and Technical Personnel and held its first meeting 19-22 June 1961.

The Committee for Scientific Research superseded the OEEC Committee for Applied Research, which had been an advisory committee of the European Productivity Agency, with extended terms of reference covering oriented fundamental research [minutes of first meeting, 10-11 July 1961]. Under the new structure it was a twin to the Committee for Scientific and Technical Personnel.

The Committees for Science Policy, and Research Co-operation were set up by the OECD in May 1966. The former was mandated to concern itself with overall science policies and their relationship to other countries, while the latter would deal with research in particular sectors and with the stimulation of co-operative research [Records of first sessions, July, 1966]

The task of the Working Party to Review the Pilot Teams' Activity of the Committee for Scientific Research was to prepare a joint report and set of proposals for the Committee. The Working Party on Science Aid, on which Belgium, France, the Netherlands, the UK and the US were represented, was set up to examine the question of giving a higher priority than hitherto to aid for building up scientific activities in developing countries [Document SR/WP(65)3]
