Administrative / Biographical History
The Treasury Act 1985 came into force on 2 December 1985. Under the Act, a new 'Treasury' department was formed to take over the responsibilities of the former Finance Board, Government Treasurer and Assessment Board. Prior to December 1985, the role of Government Treasurer existed within the Government Office and sources suggest that during the late 1960s and 1970s the number of staff dedicated solely to finance within the Government was increasing. From 1968, sources such as the 'Manx Year Book' and 'Isle of Man Examiner Annual' refer to a 'Finance department' within the Government Office. From 1970, the Finance department is listed in the 'Isle of Man Examiner Annual' as a separate department from the Government Office and from 1973, the name of the department has changed to the 'Treasury'. From the mid-1970s onwards, the Treasury began to employ an Economist/Statistician (the post is first listed in the 'Isle of Man Examiner Annual' in 1975) and later expanded to include an 'Economic Affairs' division. The 'Economic Affairs' division separated from the Treasury and became part of the newly created Cabinet Office in April 2014. In February 2015, the role of the Treasury (as stated on its website) included coordination of the Isle of Man Government budget, implementation of taxation strategy and the assessment and collection of income tax, internal audit, administration of social security benefits and the collection of customs revenue.
