Scope and Content

The 'cutting the sod' ceremony was performed by the Minister of Transport, Mr John Boyd-Carpenter. He was accompanied by the Home Secretary and Minister for Welsh Affairs, Major Gwilym Lloyd George. Alderman A.T.S. Smith and his wife were guests at the ceremony.
