Administrative / Biographical History
The Scottish Association of Publishers' Educational Representatives (SAPER) was instituted on 18 April 1911 at a meeting of 18 scottish representatives of educational publishing firms. The aims of the assocation were to express the opinions of its members; to protect the professional interests of its members and the firms they represent; to ensure standards of conduct of its members; and to provide a benevolent fund for financial relief of its members and their dependents during times of illness or distress. Membership was open to representatives of educational prublishing firms who regularly visited schools in Scotland. The association was managed by an executive council consisting of the president, ex-president, vice-president, secretary, treasurer and four other members. The benevolent fund was administered by three trustees. Application for membership and election of the executive council and trustees were decided by vote at the Annual General Meeting.
The association organised exhibitions exclusively for its members to display their educational publications to school and education department representatives. They also attended book exhibitions and conferences organised by others including the Educational Institute of Scotland (EIS), Publishers Association, Scottish Infant Mistresses' Association and scottish regional education departments.
